Scion Executive Search has been retained to conduct a search for the Senior Executive of the Caribbean, Africa, Latin America, Eastern Europe (CALEE) Program on behalf of our client, Holt International; an incredible international child welfare organization which helps vulnerable children and strengthens families in fourteen countries around the world. This full-time, senior leadership opportunity is for immediate hire and an onsite presence at the organization headquarters in Eugene, Oregon is preferred.
Position Summary:
The Senior Executive of CALEE is an innovative and visionary leadership role responsible for developing, evaluating, and growing high impact programs that create permanent, secure and loving families for the region’s Orphaned and Vulnerable Children (OVC). Based on a deep understanding and respect for the cultures of the region, the Senior Executive of CALEE integrates the unique needs of the assigned countries to develop appropriate long-term programming that strengthens families and opportunities for OVCs.
This role is responsible for supervising the regional team as well as the total budget and is accountable for maximizing program quality and impact in addition to supporting planned growth and new initiatives. The Senior Executive develops and maintain strong relationships with country officials, in-country partners and country national staff to keep abreast of evolving trends and is also responsible for developing policies and identifying skill sets that are needed to build program capacity. This role assesses the ongoing needs of the children Holt International serves and provides technical support and guidance to staff, partners and government officials to implement programs that successfully address those needs.
Additionally, the Senior Executive builds program capacity by collaborating inter-departmentally to share knowledge and assure the availability of resources for programs.
About the CALEE Program:
The CALEE Program carries out child welfare, family preservation and family strengthening programs in Haiti, Colombia, Ethiopia, and Uganda, as well as intercountry adoption services in Colombia, Bulgaria and Haiti. The regional program serves more than 150,000 children and families with family strengthening (health, education, and livelihood) services, and approximately 30 children are placed with international adoptive families each year. Managed by both U.S. and in-country staff, these programs and services are carried out in close cooperation with partner agencies, orphanages and other child service providers, government child welfare agencies, local and regional officials, funding agencies, and others. The program continuously evaluates opportunities to expand or deepen program services, while maintaining high standards of quality and transparency for sustainable development and child welfare impact.

Reporting Relationships:
The Senior Executive of CALEE Reports to and is evaluated by the Senior Vice President of Programs.
Supervisory Relationships:
This Senior Executive supervises a staff of 36 (with 3 as direct reports) in the United States, Colombia, Ethiopia, Haiti, and Uganda.
Your Focus:
Essential Role Functions:
The Senior Executive of CALEE annually develops long-range goals, objectives and budgets for the region to be approved by the Senior Vice President, President & CEO and Board. Once goals, objectives, and budgets are approved, this leadership role is responsible for making regional program decisions within the approved guidelines. It is essential for the Senior Executive of CALEE to routinely consult with Senior Vice President and/or other members of the Leadership team when making decisions that impact other departments.
The Senior Executive of CALEE presents issues concerning all regional Programs to the Senior Vice President and/or other members of the Leadership Group in a timely manner; clarifying policies, regulations, objectives, and other issues concerning the regional program to employees to ensure individual levels of understanding. As a team player, the Senior Executive of CALEE is committed to providing quality service and upholds sensitivity to cross-cultural issues as well organizational behavioral norms and values.
Defined objectives must be met to avoid jeopardizing achievement of Holt International’s vision and mission as outlined in the strategic plan, as well as to prevent placing the agency in financial difficulty. In addition, inability to provide quality professional services to children and families may result in emotional, and in some cases physical harm to children and families. This could result in legal action as well as jeopardize the agency’s existence.
This role has access to family files of the most sensitive nature, personnel files and salary information, and most other confidential and sensitive information of the agency except that specifically limited by the President & CEO.

Education/Experience Requirements:
This role is required to complete and record (with HR) a minimum of 30 hours of training every two years on emerging adoption practices. If licensed as a social worker, maintenance of license in good standing according to requirements of the State of Oregon is required.
