Scion Nonprofit has been engaged to conduct an immediate search for a Manager of Youth Services on behalf of an impactful nonprofit that invests in youth development opportunities, including developing sustainable career paths and assisting employers with a variety of services and programs. This is a very exciting direct-hire role that is hybrid remote in Hartford, CT and is ready for immediate hire!
 
This position with our Client requires employees to report to work at a physical location 3 days a week in Hartford, CT. As a cautionary measure, our Client is asking all employees to be fully vaccinated by the date of hire. Overview:
The Manager of Youth Services is responsible for policy development and implementation, program management, contract management, performance management and reporting, strategic and operational relationships, workforce system coordination, and procurement.
 
Responsibilities:
  • Ensure that state and federal laws, regulations, and policies are implemented through our client’s staff and contractor operations.
  • Lead design and implementation of workforce development programming for youth and young adults in accordance with the client’s career pathway model and guiding principles.
  • Develop and oversee contracts with youth service providers, negotiate budgets, monitor performance, and provide technical assistance.
  • Establish and monitor data collection and analysis policies and procedures sufficient to meet internal and external requirements.
  • Use data to evaluate program effectiveness and recommend changes in strategy, operations, and/or service providers.
  • Act as liaison to partners including municipal youth service bureaus and educational institutions.
  • Ensure that youth programs are aligned with and connected to the American Job Centers, sector initiatives, and partner programs.
 
Qualifications:
  • Bachelor’s degree in business, economics, youth development, human services, or related field, required.
  • Extensive management level experience in program administration.
  • Ability to work in a fast-paced environment with multiple priorities and frequent deadlines.
  • Excellent supervisory, program, and contract management skills.
  • Ability to work independently, manage multiple tasks, and meet deadlines.
  • Ability to monitor and evaluate strategies to ensure programs/projects are completed on deadline and in compliance with applicable requirements and performance goals.
  • Ability to develop and maintain effective, professional working relationships with employers and business leaders, vendors, staff, community stakeholders, and other partners.
  • Ability to analyze, interpret and apply complex written materials and regulations, including federal regulations, state laws and organization policies.
  • Strong knowledge and understanding of youth development.
  • Ability to produce management-level, data supported program performance reports and presentations.
  • Superior interpersonal and communication skills, including strong writing and presentation skills.
  • Multicultural experience and capacity to work effectively with diverse populations preferred.
  • Proficiency with Microsoft Word, Excel, ETO and other web-based case management and tracking systems.
  • Ability to travel to various locations in the North Central CT region. Must have reliable transportation, current motor vehicle driver’s license, and auto insurance.
 
Compensation & Perks:
This wonderful opportunity offers a competitive salary in the $70,000 to $75,000 range depending on experience, as well as a comprehensive benefits package that includes 3 health insurance plans, dental & vision insurance, HSA, disability, life insurance, 401k, generous paid time off, tuition assistance, and flexible work arrangement!
