This organization has the mission to advance health equity and community resources available to promote improved health status in the community. ABOUT LAWRENCE-DOUGLAS COUNTY PUBLIC HEALTH:
LDCPH supports the?mission to advance policies, practices, and programs that promote health for all, prevent disease and protect the environment. In collaboration with the University of Kansas, LDCPH is the first Academic Health Department in Kansas, and one of only a few in the country. This academic-practice collaboration allows for the effectively pooling of assets of both institutions. The health department benefits from the knowledge and expertise that KU research provides; meanwhile, KU faculty and students are able to put their research into practice at the health department. LDCPH also serves as a steward to the Douglas County Community Health Plan developed with input from many community partners and stakeholders and on a foundation of seeking to achieve health equity.  

Since 1885, when the City of Lawrence hired its first Health Officer to control filth-borne epidemics, LDCPH has been working to address the health of Lawrence, Kansas. In 1942, Douglas County participated with the City of Lawrence in the creation of a joint city-county health department. The Lawrence-Douglas County Public Health is a quasi-governmental independently governed organization that serve as the local public health authority to this day.

Recognized at both state and national levels for achieving excellence in public health service delivery, the Lawrence-Douglas County Public Health maintains strong partnerships within the civic, academic and social service communities, providing services at reasonable rates to all people in the community.

POSITION OVERVIEW:
LDCPH seeks a mission-driven, transformational, continuous improvement change agent to join its executive leadership team. This strategic leader will have a passion for cultivating a culture of engagement and collaboration with a passion for advancing the LDCPH mission. This leader must strongly desire to build a robust infrastructure with empathy and compassion for their team, staff, leaders, partners, and stakeholders. This leader will have the confidence to make decisions and step up in times of crisis, lead with integrity and have the adaptability to pivot as needed for the community.

The Executive Director is the face of LDCPH and will exemplify the ability to attract people to the mission as employees, supporters, volunteers, and board. This leader must lead by example and will play a paramount role in cultivating strong and prosperous relationships with a diverse community, partners, supporters and stakeholders.

The Executive Director will manage all aspects of LDCPH’s organizational growth and continuous improvement. The incoming Executive Director will have a fundamental understanding of grant management, regulations, compliance, and monitoring to maintain the organization’s overall health. The Executive Director will be highly collaborative and a great communicator with existing agencies, and groups that provide health related services.

This incoming leader will employ innovative strategic planning opportunities, ensure resources are allocated efficiently and play a key role in identifying the complex needs of the organization and community.

RESPONSIBILITIES:
LEADERSHIP
  • Provide engaged and empathetic leadership with integrity.
  • Work effectively with the board and senior leadership to develop and implement strategic planning opportunities and initiatives by best practices and continuous quality improvement.
  • Apprise Board of financial status, services, program developments and circumstances that may influence the Health Department.
  • Be the primary representative for public health emergencies and works in incident command structure with other emergency response partners.

COMMUNITY VISIBILITY
  • Ensure strong community visibility via public relations and media exposure.
  • Collaborate with statewide partnership groups and advisory committees to ensure the provision of high-quality services.
  • Sustain strong collaboration with existing agencies and groups that provide health related services and coordinate Health Department activities when possible.
  • Serve as primary spokesperson for the Health Department.
  • Advocate on behalf of the Health Department’s philosophy and practices to elected officials and community partners.
  • Communicate public health needs to state agencies, organizations, state legislators and national organizations.

MANAGEMENT
  • Maintain compliance with all regulatory agencies’ standards and requirements on the federal, state, and local levels.
  • Enforce integrity and engaging in the process of reporting, developing budgets, and implementing strategies to ensure resources are allocated efficiently and effectively.
  • Work with the Leadership Team around regular program status reports identifying the outcomes of the programs.
  • Maintain an understanding of programming to ensure continuity of care for clients.
  • Develop and implements relationships to expand current services and develop new programs to meet identified needs.
  • Ensure that programs are accountable to funders, licensing, compliance, grants, contracts and accrediting bodies and meet all legal obligations.
  • Develop, submit and approve budgets and expenditures.
  • Evaluate and assists with the career development of staff at all levels, monitors data, and establishes a performance-oriented culture.
  • Create and hold staff accountable for performance objectives that align with the strategic plan and supports LDCHD’s mission and values.
  • Apply Quality Improvement principles to meet or exceed performance standards.
  • Oversee the identification, collection and analysis of data to assist with program planning, evaluation and improvement.

MINIMUM REQUIREMENTS:
  • B.A. degree in public health, social sciences, or health administration. M.A. Preferred.
  • 10+ years of executive leadership experience leading a team of leaders.
  • Increasing experience in administration of public health programs and policy and an understanding of an Academic Health Department.
  • Extensive knowledge of principles, practices, and objectives of health equity and public health administration.
  • Knowledge of the roles of community systems/organizations that can address health equity challenges.
  • Thorough understanding and practice of ethical and legal issues associated with public health administration.
  • Working knowledge of data management. Microsoft Suite products, Adobe products, video conferencing, financial software, proprietary software and others.
  • Experience managing a budget comprised of a variety of funding sources including local, state, and federal grants.


COMPENSATION AND BENEFITS:
In addition to a competitive base salary of $145,000-$165,000 DOE plus offers a generous benefits package, including medical, dental, vision, KPERS 6%, deferred compensation, vacation, sick leave, 10 paid holidays and a relocation package.
